50 years of constitutional justice in Bosnia and Herzegovina

To mark the significant jubilee, 50 years of constitutional justice in Bosnia and Herzegovina, on 27 March 2014 at 10 a.m. the Constitutional Court of Bosnia and Herzegovina held its ceremonial session and, on the same day, at 12,00  hours an International Conference was held, organized by the Constitutional Court of Bosnia and Herzegovina, with the topic  “The Constitutional Court – Between Negative Legislator and Positive Activism“.

The Ceremonial Session of the Constitutional Court of Bosnia and Herzegovina in the presence of all the judges of the Constitutional Court of Bosnia and Herzegovina, was opened and presided over by the President of  the Constitutional Court of Bosnia and Herzegovina Ms. Valerija Galic.

More than 150 guests from both Bosnia and Herzegovina and abroad attended the Ceremonial Session of the Constitutional Court of Bosnia and Herzegovina.

At the Ceremonial Session, there addressed expressing their congratulations in respect of this jubilee the member of the Presidency of Bosnia and Herzegovina Mr. Zeljko Komsic, the Chair of the House of Peoples of the Parliamentary Assembly of Bosnia and Herzegovina Dr. Dragan Covic, the Minister of Justice of Bosnia and Herzegovina Mr. Barisa Colak, an Envoy of the Secretary General of the Council of Europe Mr. Phillipe Boillat, an Envoy of  the President of the Conference the European constitutional courts and Judge of the Constitutional Court of Austria Dr. Johannes Schnizer, the President and Vice-President of the Venice Commission of the Council of Europe Messrs. Gianni Buquicchio and Evgeni Tanchev as well as the President of the Constitutional Court of the Republika Srpska Mr. Dzerard Selman and the Judge of the Constitutional Court of the Federation of BiH Mr.  Sead Bahtijarevic.

The Ceremonial Session of the Constitutional Court of Bosnia and Herzegovina was attended, amongst other guests, by the presidents and judges of a great number of constitutional courts  also participating in the work of the International Conference.

The International Conference with the extremely important topic “The Constitutional Court – Between Negative Legislator and Positive Activism“ gathered as participants the presidents and judges of the Constitutional Courts of Austria, Armenia,  the Constitutional Court of Bosnia and Herzegovina and the Constitutional Courts of the Entities the Federation of Bosnia and Herzegovina and the Republika Srpska, Republic of Croatia, the Check Republic, Macedonia, Monte Negro, Russian Federation, Serbia, Slovenia, Turkey, United Kingdom, the Conference of the European Constitutional Courts, the Venice Commission and the Council of Europe.

In three working units at the Conference, their flow and contents moderated by the Vice-Presidents of the Constitutional Court of Bosnia and Herzegovina Ms. Seada Palavric, Dr. Miodrag Simovic and Mr. Tudor Pantiru, 16 very successful and meaningful papers were presented which covered almost all the aspects of the topical theme.

All the papers presented at the Conference will be published in the collected papers of the Conference to be issued by the Constitutional Court of Bosnia and Herzegovina.

The Ceremonial Session of the Constitutional Court of Bosnia and Herzegovina and the International Conference were held at the building of the Parliamentary Assembly of Bosnia and Herzegovina in Sarajevo.
